Usi Resumes Public Sector Review Meetings for Selected Parastatals and Local Government Councils

Vice President of the Republic of Malawi, Right Honourable Dr. Michael Bizwick Usi, resumed his series of public sector reform review meetings with selected parastatal institutions and local councils in the Southern Region, in his capacity as Minister Responsible for Public Service Delivery.

This follows the successful engagements he held last month with various ministries and government departments, where he reviewed the implementation of ongoing reforms aimed at improving efficiency, transparency, and service delivery across the public sector.

Over the next two days, the Vice President will assess reform progress in several key parastatal organisations, including the Malawi University of Science and Technology (MUST), Malawi Posts Corporation (MPC), and the Malawi Broadcasting Corporation (MBC), among others.

He will also meet with officials from local councils such as Mulanje District Council, Mangochi Municipal Council, Chiradzulu District Council, and Thyolo District Council to evaluate the status and impact of reforms at the local government level.

These meetings form part of the Vice President’s continued efforts to promote accountability, strengthen institutional performance, and ensure that public service delivery meets the expectations and needs of Malawian citizens.

Government Set to Replace MV Illala

His Excellency, Dr. Lazarus McCarthy Chakwera, President of the Republic of Malawi has expressed delight at the prospect of a revitalized Marine transport network, following investment plans that will see the country’s legacy vessel “The Illala”, being replaced with a more modern passenger / cargo vessel. President Chakwera shared the sentiments during a meeting with a delegation of German investors. consisting of business persons, at Chikoko Bay, Monkey Bay. The meeting is a follow up to an interaction President Chakwera had with potential investors, when he visited Frankfurt, Germany in 2024 and explored various business opportunities to benefit the country. Subsequent to these fruitful engagements, the delegation is now in the country to cement the discussions led by His Excellency, with a tour and assessment of various marine transport infrastructure. The delegation had the opportunity to visit the Port of Chipoka in Salima, the Ship Yard and the Maritime Training College in Monkey Bay. The Port in question is a multimodal set up connected to both rail and road but has not been operational due to siltation that ended up reducing the depth of water permissible for berthing of vessels. Once reestablished, Chipoka will be able to handle coal from the North to central and Southern parts of Malawi for manufacturing industries further bolstering Malawi’s ATM strategy by facilitating transportation in the mining sector. Critically the investors also inspected the Illala and appreciated its resilience for over 70 years of service, with the view to promptly replacing it with a more innovative and morden vessel. The Illala is the only vessel offering a passenger service at present. To this end the investors have commenced works by requesting structural and architectural designs of the Illala and other vessels operating on lake Malawi; as well as a chart of the passenger and cargo routes in place, in order to map a viable reconstruction and replacement plan for the famous vessel. In his remarks President Chakwera said he is happy that the investors have seen the challenges the maritime transport sector faces and have conceived solutions to these challenges. “Lake Malawi is not just a tourism attraction but a viable means to addressing some of Malawi’s economic challenges through effective transportation infrastructure, among other attributes.” Said Chakwera. Leader of the delegation Daniel Imhauser said he is pleased with what he has seen thus far and recognized the breadth of potential for development that is evident from the structures he has seen, reiterating that the Illala needs to be replaced swiftly and that the Herman team is ready to do so. Imhauser expressed that a team of 20 experts in Germany are keen to change the conversation whose genesis was Frankfurt Germany, to action here on the ground in Malawi, adding that the investors wish to offer training opportunities to indigenous Malawian maritime technical staff, in order to empower the Malawi workforce. In his opening remarks, Minister of Transport and Public Works, Hon. Jacob Hara also highlighted that the investors are prepared to also replace cruise vessels that would facilitate the tourism industry. The investors also visited Marine Training College – the only institution that trains seafarers and marine engineers in Malawi where they appreciated need for the college to partner with German experts and training institutions to ease the challenges the college is facing in terms of IT support, learning materials, and modern training equipment and simulators. President Chakwera has since tasked his government to finalize the administrative details of this venture in order to attest transforming the marine transport network and by extension work towards attaining the 2063 agenda which espouses self reliance among other things. President Chakwera is currently in the Eastern Tegion where he carrying out a number of official engagements.

The Presidential Private Sector Council is a body established by the President to advise and collaborate with him on innovative ways and policies to create an enabling environment for investment, trade and private sector growth. Its existence aligns with His Excellency’s ATMM Strategy of targeting private and public sector investments in the sectors of Agriculture, Tourism, Mining and Manufacturing as engines for achieving wealth creation, job creation and food security in pursuit of the Malawi 2063 Vision of turning Malawi into an inclusively wealthy, self-reliant, industrialized middle-income economy by 2030. The Council will serve as the highest platform for public-private dialogue and will meet the President directly and regularly over the course of its two-year tenure. However, some concerned citizens have cast doubt on the effectiveness of this council without assessing the previous one. This is just another way of wasting public resources.

Court Slaps Lawyer Chimkango with K40,000 Fine for Traffic Related Offenses

Renowned lawyer Bob Chimkango has been slapped with a K40,000 fine by the in Limbe after being found guilty of two traffic-related offences. The court ordered Chimkango to pay K25,000 for ignoring a police signal to stop at a roadblock, a violation of Section 39(3) of the Police Act. He was also fined K15,000 for driving under the influence of alcohol, contrary to Section 128 of the Road Traffic Act. The case was heard on Wednesday before First Grade Magistrate Lameck Mkwapatira, who found Chimkango guilty on both counts.

Drunk Cop Shoots Unarmed Lawyer Bob Chimkango Over Petty Dispute: The Lawyer Faces Two charges

According to eyewitnesses cited in the official police report, officers manning the roadblock observed a vehicle approaching with a visibly deflating rear tire. Despite signaling the driver to stop, the car passed the checkpoint and came to a halt just meters beyond. What followed, however, was an abuse of power that nearly turned deadly. In a shocking revelation, it has been established that the police officer who discharged live ammunition at unarmed lawyer Bob Chimkango was drunk on duty, sparking outrage and raising concerns about law enforcement conduct in Malawi. One of the officers, allegedly demanding money, confronted Mr. Chimkango. An argument ensued and the officer reportedly assaulted the lawyer, provoking a defensive reaction in the heat of the moment. Instead of de-escalating, the officer escalated the situation to a near-execution, firing live rounds at the stationery vehicle, luckily Chimkango was not in the car. In a rare moment of judicial clarity, the Senior Resident Magistrate’s Court at Midima dismissed the case against Chimkango, ordering only a minor fine of MK15,000 for what it termed an insignificant offense. In delivering judgment, the court condemned the use of lethal force against civilians, particularly one who grew up in the area and whose parents still reside there. The presiding magistrate posed a chilling question: “If bonafide members of the community are met with such brutal force for small issues, what fate awaits those who are strangers to the area?” The court didn’t mince words, warning police against the reckless use of force and stressing that justice will eventually catch up with officers who abuse their power, no matter how long it takes. It was also established that Chimkango has no gun shot wounds and there was no car chase as earlier reported by the police. However, in what appears to be a different version of the story, Limbe Police spokesperson Aubrey Singanyama stated that Chimkango, driving a Mercedes Benz (registration CZ 3), bypassed a police checkpoint while coming from Nguludi toward Limbe. A police patrol vehicle pursued him, and the chase intensified near the Weaving Factory area in Bangwe. It is reported that during the pursuit, officers fired a warning shot and a stray bullet struck the car’s windscreen, slightly injuring Chimkango on his right hand. He was treated as an outpatient at a nearby healthy facility but faces two charges of failing to comply with a police signal under Section 39:3 of Police Act and driving under the influence of alcohol under section 128 of the Traffic Act. Meanwhile, the Private Practice Lawyer Chimkango is currently serving another bail granted by the Blantyre Chief Magistrate’s Court on 15th April, 2025 after his arrest by the Aunt Corruption Bureau (ABC) for allegedly receiving about K7 million in allowances not related to his work at Malawi Housing Corporation (MHC). The way Chimkango is being treated is causing public concern because it is believed that he is being persecuted for representing the opposition DPP in the 2020 presidential Election Case where MCP was challenging the 2019 presidential results in which Professor Arthur Peter Mutharika was declared winner.
