Leader of Opposition, Chaponda rips government on passport criss

GOVERNMENT MUST COME CLEAN ON PASSPORT CRISIS AND REPLACE QUESTIONABLE SUPPLIER

I am deeply dismayed by the response of the Minister of Homeland Security dismissing concerns raised by the Centre for Democracy and Economic Development Initiatives (CDEDI) regarding a growing passport crisis in the country, following a two-week suspension in passport printing. The assertion that “everything is under control” is not only false but also an insult to the countless Malawians who have been stranded, delayed, or denied urgent travel due to the non-availability of passports for the past weeks.

Let me state it clearly: Malawi is in a passport crisis. Like I have said in Parliament before, this crisis did not start today. It began when this government decided, without proper justification, to terminate the contract with Techno Brain, a company that was providing passports efficiently and without the current chaos. Since then, the issuance of passports has been marred by irregularities, long delays, and now, a complete standstill.

At first it was E-Tech and now the centre of this problem is the new supplier Madras Security Printers, a company with a troubling international record. This company, which now supplies Malawi’s passports, has been involved in numerous scandals and corruption allegations in other countries. A simple Google search reveals that this company has left trails of controversy wherever it has operated. The question every Malawian should ask is: How did such a company secure this contract in Malawi?

The answer, sadly, points to a lack of due diligence and questionable procurement processes. This is a betrayal of public trust. Malawi deserves better. We cannot entrust our national security documents to a company with a reputation in tatters and expect smooth service delivery.

I therefore call upon the Minister of Homeland Security to:

Tell Malawians the truth about the state of the passport system and what led to the current collapse.
Immediately suspend the contract with Madras Security Printers, and launch a fresh, open, and transparent tendering process.
Ensure that only reputable, globally trusted companies, with no record of scandals or corruption are considered for such sensitive national assignments.

Government must stop gambling with the lives and dignity of Malawians. It must stop awarding contracts to companies with well-documented scandals that are easily accessible to anyone with internet access. We need leadership that protects the interests of citizens not one that enriches itself through questionable deals.

CHAKWERA MINISTERS IN CHINA;Malawi’s top diplomat Nancy Tembo says Malawi -China trade to accelerate economic growth

Nancy Tembo, Minister of Foreign Affairs held an engagement with Her Excellency LU XU, Ambassador of the People’s Republic of China to Malawi. The Minister briefed the Ambassador on Malawi’s participation at the Ministerial Coordinators Meeting of the Forum on China-Africa Cooperation (FOCAC), held in Changsha, Hunan Province. Tembo highlighted her productive meetings with His Excellency Wang Yi, Minister of Foreign Affairs of China, and Mr. Chen Zhou, Chairman of the China International Development Cooperation Agency. During these engagements, Malawi formally submitted a list of its priority development projects for consideration under Chinese funding and cooperation frameworks. A major milestone of the visit was the signing of an agreement for the export of macadamia nuts from Malawi to China—an important breakthrough in Malawi-China agricultural trade cooperation. The agreement was signed on behalf of the Malawi Government by Minister of Trade Vitumbiko Mumba.

ENERGY MINISISTER MATOLA IN RSA; calls energy key to economic growth

Energy Minisister, Ibrahim Matola, has championed the country’s hydropower vision at the Africa Energy Forum in Cape Town. Addressing a high-level ministerial panel on hydropower development, Matola highlighted Malawi’s ambitious energy transformation agenda to over 6,000 energy professionals and ministers from across Africa. Emphasizing the significance of the 358.5-megawatt Mpatamanga Hydropower Storage Project, which recently secured $350 million in World Bank financing, Matola stated that the project is a top priority for the government. He added that the project will supply electricity to over a million new households, create thousands of job opportunities, and generate 1,544 gigawatt-hours of clean energy annually. Matola then called for stronger regional cooperation in hydropower development, stressing that Africa’s energy challenges require continental solutions. The Minister also emphasized the need for innovative financing mechanisms, technology transfer, and local capacity building to unlock Africa’s vast hydropower potential.

High Court orders police IG to compensate an amputee for police brutality

The High Court has today ordered that the Inspector General of Police must compensate James Mbendera, a young boy aged 14 who was last year amputated at Queen Elizabeth Central Hospital, as a result of the injuries he sustained at the hands of the Police in Mulanje. The Court heard that the young boy, who was 13 years old at the time of the occurrence, was tied with elastic rubber (mphira) and taken to Misanjo Police Unit in Mulanje District where he was kept in custody together with adults. He was allegedly left tied for four days, developing sepsis in his right hand and two left hand fingers, prompting an amputation. According to the evidence in the court, the police did not inform the child’s parents or any responsible adult of the child’s arrest, and was denied food while in custody. It was also said that the child was put in the same cell with adults, which is contrary to the law. Delivering his ruling dated the 19th day of June, 2015, Justice Mandala Mambulasa held that the use of excessive force amounted to torture and that the actions of the police in failing to failure to promptly inform the child’s parent or legal guardian as required by law was unlawful and unconstitutional. “It is hereby declared that that the Defendant’s failure to separate the Claimant from adult offenders during detention is unlawful and unconstitutional. It is further declared that that the defendant’s refusal to provide the Claimant or allow him to access nutritious food during detention is unlawful and unconstitutional,” reads the order in part. The Court has also issued an order mandating the Inspector general of Police to always to always comply with the rights under the Constitution and the provisions of the Child Care, Protection and Justice Act when dealing with children in conflict with the law and ordered that compensation be paid to child, which will be assessed by the Registrar. James Mbendera who was suing through his mother, was being represented by lawyers Bob Chimkango and Uza Kaime, while the Inspector General of Police was represented by Ndoli Chiume and Benard Mbalati form the Attorney General’s Office. The Inspector General through the lawyers, told the court that they would not defend the matter after information had come out in the open which was conclusive that the police had acted outside their mandate. The police officers Charles Mbewe and Stanley Chigaru, along with businessman Mavuto Chikhwaza, were last month found guilty of causing grievous harm with intent and were also convicted of neglecting their official duties and received an additional two-year sentence for their dereliction of duty by the Magistrates Court at Mulanje. However, all sentences were ordered to run concurrently, meaning they will each serve 10 years behind bars.
